Dick was Bruce's first Robin and is widely considered the "golden boy" of the batfam. He's a natural performer, extroverted and friendly, and known for his stupid jokes and quips. Dick's got a flashy fighting style, a propensity for playfulness, and genuinely tries to enjoy his work. He's also the type of guy who seems to have friends and connections wherever he goes—he's been called the rock of the teams he's been on, the linchpin of the DCU, and the only guy next to Superman that the entire superhero community trusts. He makes friends easily and holds on to them just as easily.
This is for good reason, too. Dick is highly regarded largely for his loyalty and his strong moral code (yes, no killing). Everything Dick does comes from a place of compassion. While both Bruce and Dick essentially suffered the same trauma as kids—seeing their parents murdered in front of them—Dick never let his past drag him down into the dark as Bruce so often does. He had a lot of love as a kid—from his circus family, from Alfred, even from Bruce. That made Dick the kind of guy that can connect with people, who will put everything aside to sit down and talk with someone who needs it, and who always wants to steer others on the right path when they're struggling. He wants to believe the best in people and the communities they live in, no matter how often he's proven wrong. His ability to both motivate and mediate disparate groups of people makes him a great leader and a great mentor for the younger heroes he later works with. People are willing to listen to Dick and follow him because of this, and because of his impressive independence and fortitude. Dick improved Bludhaven all on his own, building up a base of operations with very little help in a place most people considered a lost cause. He throws himself into harm's way to protect others with no expectation of thanks.
However, Dick was still raised by Bruce Wayne. As multiple characters often point out, the two are more alike than they'll ever admit. Bruce's training and parenting have left a mark on Dick. "Not good enough" was a common refrain, and so Dick is now a perfectionist, constantly pushing himself to be better. While he's clearly impatient when other heroes don't take things as seriously as Dick thinks they should, he's hardest on himself about this. A part of Dick will always primarily fear letting Bruce down while simultaneously feeling in his shadow, and be driven to endlessly prove himself to Bruce because of it.
This perfectionism also leads to being a total workaholic. He'll essentially work himself into the ground if he's allowed to. He's also picked up on Bruce's obsession for information. While Dick will wing it if he has to, and while he is adaptable and flexible, he's not a huge fan. He's analytical, too, the kind of guy who's always trying to think three steps ahead, who feels best when he has a backup plan for his backup plans. Unfortunately, this also extends to his personal relationships. He's slow to trust, though he likes to give people a chance. When Bruce builds a database on information and weaknesses for the rest of the superhero community as a failsafe, Dick gets it. He's also just sort of biased—he seems to loosen up far more when he's working with the batfam than most of his other teams, becoming much more jokey and relaxed, because he knows the training Bruce gave them. By comparison, most other heroes are at least partially an unknown quality in terms of their backgrounds, and that always seems to be in the back of his mind—Batman is the measuring stick by which he judges everyone, including himself.
Most of his decisions are made primarily based off of logic and planning, not base emotions. He's absolutely willing to manipulate others to get them to follow his plan or do what he thinks is the right thing, and does so without even really thinking about it. He tends to take on leadership roles at least partially because he feels like he's the only one who can, and while he does hand off ownership of his teams to other characters at points, it's common for him to fall into that old mindset of giving orders, whether it's wanted or not. Much like Bruce, he's also absolutely willing to call people out in the most blunt way possible, to become resistant to criticism, and to argue until the bitter end if he thinks he's right. The flipside of this, at least, is that Dick's stubbornness also makes him incredibly tough. He's fought off mind control by sheer force of will multiple times, and not even torture could get information out of him.
The truth of it is, Dick can absolutely be a huge asshole, it's just that his charisma and compassion save him from the reputation. He's at his worst when under high emotional strain, and that often falls down to one of two things—he's either failed to save someone he loves, or he feels he's failed Bruce. This is generally when, just like Bruce, Dick shuts down and isolates himself. After Donna and Jason died, Dick left his teams and refused to talk about it with almost anyone. After killing the Joker (he got better), he did something similar. When Dick is in this mode, he becomes absolutely awful. He'll push people away, and when they refuse to leave, he'll intentionally say something he knows will hit at their deepest vulnerabilities and hurt them the most. The problem is, Dick being known as the rock of his friend groups works against him. He often acts as the guy who pulls other people out of their dark periods and becomes a moral center when they need one—like his attempts to help Bruce get back on track after Jason's death. However, Dick will almost never talk about his own problems, even with his closest friends and family. It's much more common for him to deflect with a joke or turn the conversation around, which means things fester until they explode.
Most of the people who get truly close to Dick start to notice that in actuality, he's kind of a sad dude. His failures stick with him, and so do his traumas. His parents' deaths never fully leave him, and his perfectionism leads to self-blame. He's shown to have nightmares about the people he's failed to save or the things he's screwed up on. The vital thing is that Dick always keeps pressing forward, and holds onto the good moments wherever he can find them.

Detective stuff: Dick learned all of his investigation skills from Batman, which gives him an impressive eye for detail and memory. One of his "hobbies" is watching unsolved crime shows and solving the cases. He can read people very well, and is great at disguising himself, general stealth, and tracking. He also speaks multiple languages, but the implant makes that a moot point.
NEW POWER: Augmentation - Dick will have the ability to augment another person in some way. At its seed it'll start off as an ability boost, so he'll be able to choose a skill someone already has (like martial arts or hacking or whatever) and give them mastery over it through physical contact for about 15 minutes. However, if Dick boosts someone's fighting skill for example, that won't also boost their physical strength, just the knowledge and practice of that one specific thing. It won't work on the glowy powers, either.
POWER REASONING: Dick has acted as a mentor to a lot of young heroes in the DC world, and he pushes himself to try to find the best in people and bring that out, no matter their past or their experience. He drives himself and those around them to constantly become better than they were. His power will just be a manifestation of that mindset.
